Here is the honest position for the City of Stirling area. WA has no state-wide law protecting trees on private land, so for a tree entirely on your own freehold block you generally do not need council approval to remove it. But there are real exceptions worth checking first:

Do I need council approval to remove a tree on my property in Perth?
